This comment thread is a mess.  Here's the entire collaboration including my own extra mile with the local firewall which always seems to work for everything I install now and especially for Adobe product when countless people are having issues with that.  Thanks to everyone's contribution!

1. Disable NIC

2. Install the software

3. Copy VERSION.DLL to C:\Program Files (x86)\Common Files\Autodesk Shared\AdskLicensing\Current\AdskLicensingAgent\

4. Run firewall powershell script.  Launch Powershell ISE as admin

6. Create a new folder: C:\FlexLM
Copy LICENSE.DAT to FlexLM and change "this_host" in LICENSE.DAT to your host name (computer name)
Copy the LicenseServer folder to C:\FlexLM (structure should be C:\FlexLM\LicenseServer)
*Files found in ISO under the MAGNiTUDE folder

(I performed these exact steps so I laid them out as is.  This can probably be streamlined by not running lmgrd.exe at all and just setting up the service and running it)
7. Run lmgrd.exe as admin.  Two CMD windows should pop up, keep them running
Run lmtools.exe as admin
Make sure "Configuration Using Services" is selected
Go to the "Config Services" tab
Browse to the files for lmgrd and license.dat
Check the boxes to "Use Services" and "Start Server at Power Up"
Finally hit the "Save Service" button to actually create the Windows service
Fully close lmtools.exe
Go to services and start the newly created service
Run lmtools.exe as admin again, go to Server status tab and click Perform Status Enquiry
Verify licenses state 2 issued, 0 used
Close lmtools.exe

8. Run the software and choose:

License type: Use a network license
License server model: Single License Server
Name of the server: 27080@your_host_name

9. In case software has no GUI - Add environment variable ADSKFLEX_LICENSE_FILE and set value 27080@your_host_name

10. Finally close out of everything including the CMD windows.  Stop the new service.  Restart the new service.  Enable NIC.  Cross your fingers and pray to whatever you may or may not find holy
