Commands:
/Noticeon - Blocks all Notices, with the Exceptions of the ones in the Except.ini File.
/Noticeoff - Turns the blocker off, allowing you to recieve all notices.
/Add NAME - Adds a Name into the Excepts.ini File.
/Del NAME - Removes a Name from the Excepts.ini File.
/View - Views the Names listed in the Excepts.ini File.
/Clear - Clears all Names in the Excepts.ini File.
