Problem with graphics and page layout on site www.wikimedstudent.com

I have edited the .htaccess file by inserting the following code (minus the second line ''RewriteBase /~username'' which if inserted does not allow the page to load at all)

I have edited the LocalSettings.php file which is below - and added two lines at the bottom above the ?>

which made a difference, but does not improve the graphics or layout of the page.
