It’s based on happiness and it seems to be like a competition between anyone else who has a mansion. Not a real competition, but like the VIP will go to the happiest blocks mansion. If it’s you, it still might take a few days. Tip though - you can move the mansion between blocks without losing the people in it. At least I can confirm this along with another person in my city. But I've been trying to figure out the exact equation...
