Due to a bug in the present (v10.4.6) MacOS X implementation, CPU
speeds below 1GHz are not supported. This is due to timers not
scaling properly in userspace due to an overflow bug somewhere in
Apple's libc implementation. This may get fixed by Apple someday,
in the meantime your fan will probably still run but at a much
slower speed.
