No, it does not mean that. It means that while you have the right to block someone from posting in your topic, you can't start going and talk about him in your blog at the same time. If we take a look at Sal's latest update regarding that issue, we can see this:

Metal Cactus, you keep breaking the rules while being fully aware that they are here, as if only for the sake pf provoking. You forgot something though. What comes around goes around. Surely you realized that acting like that would eventually mean you'd end up being banned, and it is what will happen this time.
As a more personal touch (Meaning I speak on my behalf), I frankly had enough with that little game you guys seem to be enjoying to play, and I won't tolerate it anymore. There's no more trying to twisting out the precision of the rules to avoid a warn. Your attitude (You guys know who you are) is down right deplorable, and while my moderator position forces me to be fair and not be biased (Which has been the case so far smile.gif, even if you will claim the opposite), the part of me wishing for the best of the forum is happy to see that a little crew whose main goal is to mock others is slowly fading away.
You had your fair part of chances, and you failed all of them. You only have yourself to blame for it, and you know it is true.
For those who will be tempted to have a go at me for saying my thoughts in here, let me tell you something: I have personal opinions as well, and I will not stop saying them only because I am a moderator. My personal point of view in here is totally detached from my moderator actions, and I wanted to say them, hence this more detailed reply.
