To change the colour of tooltips in gtk+, insert the following into the themes gtkrc
(insert it befor the list of classes and widget classes if it does not already exist in the file. otherwise just modify the tooltip entry to look like the following)

style "tooltips" = "default" #<--- may also be "theme-default" etc
{
bg[NORMAL] = "#cee7fd" #<--- change to the colour of your choosing.
}
}
}

Then append the following at the bottom of the gtkrc:
widget "gtk-tooltips" style "tooltips"
