Forty years and $225 million after the work began, what highway officials say may be the nation's shortest expressway is open to traffic.
The two-mile Vine Expressway (I-676) welcomed its first cars at 10:30 a.m. yesterday after a mass ribbon cutting at 16th and Vine streets, 26 feet below street level on the highway that is depressed from 22nd Street to 10th.
