Someone

  	'#options' => array(t('YES'), t('NO')),
  	'#return_value' => array(t('1'), t('7')),
  	);

however, when they view the form, it doesn't work. drupal isn't even just leaving the return values blank, it's actually putting in value="0" and value="1" for the two choices.

Any idea how to have radio buttons and control the return values?
