The core package would contain any plugins that provide needed functionality, which is a subset of the current core package. In theory the core package could be used by a distro or DE as a replacement for their WM without including any of our user oriented plugins or other programs.

Well, i won't argue with that as compiz-extras is your invention, but IMO this isn't a good idea, and i'd prefer no plugins at all in core (a minimalistic WM can be made that only has move / resize / place or something like that, and distros will use that WM).
anyways, i don't think it changes any of what i said.
