I've run into an issue transferring a web site from a previous server to my current server. We are using mod_rewrite to accomodate our content management system.

The issue comes up when requesting the default home page. The following matrix illustrates the problem:

On the old server:
- http://69.94.4.55/ - gets caught and re-written by mod_rewrite, and loads the proper home page - GOOD
- http://69.94.4.55/index.html - gets caught and re-written by mod_rewrite, and loads the proper home page - GOOD

On PHOBOS:
- http://69.72.147.144/index.html - gets caught and re-written by mod_rewrite, and loads the proper home page - GOOD
- http://69.72.147.144/ - returns index.html in the root folder - BAD

The rewrite rules and all files and file structures are the same on both servers. I've tried writing a new rule to catch this but to no avail. It seems like the server bypasses or overrides the .htaccess file rules when it is seeking out the "default" page.

Is this a server configuration issue, since it works fine on the other server? Can we get it fixed?
