Every time there's something like this in Routine() :

       if ${Spell["Lay on Hands"](exists)}
                {
                        if ${Me.PctHPs} <= ${This.HandsHpPct} && ${Me.Action["Lay on Hands"].Usable}
                        {
                                cast "Lay on Hands"
                                This:Echo["[Heal] Emergency LOH Heal"]
                        }
                }


Combine the nested if statement into the out if statement, like this:

if ${Spell["Lay on Hands"](exists)} && ${Me.PctHPs} <= ${This.HandsHpPct} && ${Me.Action["Lay on Hands"].Usable}
                {
                           cast "Lay on Hands"
                           This:Echo["[Heal] Emergency LOH Heal"]
                }
