Have you read The Dark Materials trilogy? Pullman is basically asking the same question with his Alef creatures - they have a diamond skeleton instead of a spinal-based one, and instead of legs they use large seed pods in place of feet which are big and hard enough to use as wheels.

If you can ignore the fact that they are animals (which you genuinely can, because the Alef–unlike the other animals in the book–can talk) then he is saying that not using wheels would look equally strange to someone genuinely ingrained with the use and adaptation of wheels. Or, putting it another way: your question in that universe would single out legs as being the exception.
