I like the idea Doo, glad you posted. I spoke briefly to Sui about a similiar idea. I'm all for having a war team.
Here's some thoughts. It would be hard to differentiate between an official scrim and a friendly scrim, all the wars we play outside of cups are arranged in the spur of the moment. This would work fine if the war council was able to decide which scrims were official and which were "friendly" matches right there and then. I think that scrims played against rivals like S4A or clans that really give us a challenge (even with our best team) should come under the "official" header. In my eyes a friendly match would be against a clan which does not often play competitively (T2K, SC, Ds). This is the level at which you could play a 5v5 without teamspeak and it wouldn't make alot of difference.
I think you're spot on with the 3 categories. To speak from the competitive side of things, we've had to work hard to get where we are. We've improved considerably over the past few months. We play for the win almost every time, and I realise to some of you guys it sounds joyless but for me and some of the other guys it's the only fun that's left in the game. When your team's timed a play/flag down to the very second and then we pull it off it's a good feeling. Plus that's not to mention the laughs we have inbetween. These days we're using our brain than we are with our hands. This is why we have an active presence on both SoF2 and TS3.
I would say alot of the drama lately has been from "casual gamers" camp. Some guys want to play at a level that they quite clearly cannot play at. This causes alot of frustration for the guys who play as a team and have put the work in to learn how to play the map. What's also annoying is their lack of concern for the team and the clan. If your ratio is 20/50 and you're not on teamspeak, then you're clearly not helping. If they insist on playing their own way, they can find likeminded people, and a scrim to suit them.
