From reading this, basically you want:
Someone to think of some school-safe and interesting topic.
When getting all info about this topic, copy/paste links and add them to some bibliography at the end.
Create a storyboard... What the hell is a storyboard? I use them in 3D animation and such, what do they have to do with website development? Is that what the two examples are? Literally a list of things you want the website to be able to do?
On to the real stuff, after all the above:
You need an actual website created using HTML and CSS... But no interactive stuff, no Javascript or any server side stuff?
The website in question will be used to display information about the chosen topic over several pages, using consistent and good design.
Basically, you need someone to make a website template, HTML and CSS, without any server side stuff such as PHP, or any Javascript - literally just plain HTML and CSS? Once that's done, you need it filled out with information on a topic of our choice, with a document containing a simple bibliography with links to all the sources used when researching this topic? Finally, you also need a seemingly pointless list of objectives, which is called a storyboard?
