Voting System Requisites:

Each entry has an overall score based on various sub-criteria.
Scoring on sub-criteria will be numerical, IE: 1-5 1 being the worst and 5 being the best.
Proposed Sub-Criteria:
Functionality.
Performance.
Presentation
Difficulty.
Budget.
Ingenuity.

Each voter should only be able to vote once. This is fairly difficult to enforce if the system is remotely hosted.
But given the ability to link the system into the forums, The system would be able to use the forum's session variables to only allow 1 vote per member/voter.
