/adv/, I really need help getting out of the friend zone.

I've known a particular girl since high school, we went to the same local college together, graduated. Ever since I kind of blew a chance in college, we've been good friends, but I've never been able to take it to the next level.

What's been happening is this. She gets some asshole boyfriend she complains to me about all the time, she breaks up with him and cries on my shoulder for a few weeks, then goes out and gets some other asshole boyfriend. This is while we do stuff friends normally do, like she'll call me for a ride or have me come over and bring some food, or I'll help fix her computer or car or something. 

She's a good person, and I've been attracted to her for the longest time, but she's always with someone or crying because she just broke up with someone, and I'd feel like a huge douche if I tried to do anything while she was getting over a breakup.

It's been three weeks since she's broken up with the last one, so how do I go about trying to confess to her, or try to get it across that I want to see her as more than a friend? I'm trying to think of a way that doesn't come off as creepy or exploitative.
