That is the idea of extending the anatomic levels of organizations by adding organism systems. Cells might not make "decisions", but cells react in a particular way to actions under certain circumstances - that's pretty much what people and communities do as well.
"Telling us to pee" is just an example. If your bladder fills, the certain cell react by signaling the brain that it's time to pee, which causes the whole organism to react.

Cells are able to modify their reactions, "Decision memory" is just a clumsy term for it, because they act and don't decide.
