Hi Everyone,
I am new at this principal role and am in need of a little direction. I have received the following request from one of our students (in Red). Her parents work at our school and I am not sure what to do with it. They are requesting to miss final exams, and take them at an alternate time. Typically missing our final exams would be an nonnegotiable no - you have to be there, or live without the points possible. What would your recommendation be and for what reasons to the following request. The Bold is my addition, or my substitution.
Student will be petitioning to take her exams from the USA in early June 2011.
These can be sent with their mom (who works for the school) May 27 & administered en route and during our first week stateside;
The answer key can also be sent and the mom can send the score by email back to the teachers involved.
or we can scan the tests and send them back to NUA teachers for their scoring.
If teachers are not ready with exams prior to Thursday, 26May (student would leave in early a.m. Friday, 27 May)
then they can be given to the Father by June 1st and he can bring them when he comes.
Scoring would be determined as above.
Student has given her word that she will not discuss the tests with any students until after test week.
I want to be sensitive to the family, but not compromise academic integrity, or generate similar future requests from other students whose denial might be difficult to defend because of this precedent.
Time is critical - If you could give me a brief reply ASAP, I would be very grateful.

Tom,
I wouldn’t grant this. One thing is to ask that the student be allowed to take the test somewhere else, and at a different time than the rest of the class, but to let the completed tests and scores go through the mother or the father is unheard of. We may be able to trust them, but not the next family that asks.
It sounds like this is a missionary family and that makes it even more critical, because it takes little to be accused that you treat the foreigners better or trust them more than the locals.

I feel that two principles are being trampled on
1. Independent accountability – by the mother administering the exams for her daughter the results cannot be independently verified
2. Fairness – to the other students
I have just read Kjell’s response and I think he is saying the same. He expands the second one to include a racial divide – foreigners are more trustworthy – I agree with him that that is very unfair and destructive for a missionary context.

Hi, Tom – you should try to avoid this at all costs – one rule for the foreigners and one for the locals, who presumably would not be permitted to take an exam home with them to South Sudan?! It seems there are no mitigating circumstances.
On the very rare occasion, however, we have been flexible if, for example, one of our students is called home to be with a dying relative etc – that is a slightly different scenario. And of course there are sometimes situations where a student is off with a certified illness. In the former case we have sent a copy of a DIFFERENT exam paper to a bona fide school principal or pastor to administer the exam and to act as invigilator. It would NEVER be done by the parents! In the latter case, the student will also sit a DIFFERENT exam paper when they are fit and well again. If a new exam paper has to be set, the student pays us so that we can compensate the teacher for extra work.
I recall years ago having a group of 7 Americans who couldn’t take their final exams because they’d booked a trip to Israel that week. When I told them that that was fine – we would simply award F grades all round – they cancelled their trip (at great personal cost, I believe). Job done – it never happened again.
Hope this helps, draconian though it may seem.

There is building, so far, a clear unanimous consensus here Tom. You must go to Peggy and tell her that all the advisors contacted are telling you that what she is asking is unacceptable.
The options she has are:
1. F
2. Go later
3. Make arrangements for an independent person to administer the exams – if you can find one that will give those number of hours. Is there an academy where they are going that is prepared to do this?

We have finally gotten our USA-annual leave destinations worked out.
The dates have had to be adjusted slightly due to changing plans of our college-bound daughter and the newly acquired information about an important family wedding.
The itineraries which will be e-mailed via Expedia will show --
Peggy & Megan - multi-destination- leave Cairo Friday May 27 for Fresno, CA (wedding is Sunday, May 29)
-- destination is closest airport to Peggy's mom.
Fly Fresno to Boise Tues, May 31 (daughter Sara is 30miles from Boise & this is closest decent airport to son in Walla Walla)
We will stay the extra 1 month (w/o pay) and return to Cairo July28-29.
Ron's destination did not work well (or cheaply) with multi-destination --
He is slated to leave Thursday June 2 Cairo-Boise..... -- 2nd destination will be to drive to Southern Adventist Univ in Chattanoogo, TN (approx 1,750 miles each way x mileage costs) where he will move our daughter Saralena in June after graduation.
He would then return to Cairo from Boise, Sunday 3 July -- which keeps him within the time GC has allotted
(despite his using only 2 AL days, NOT 4 in December-January trip to USA)
We've mentioned this but have given up on anyone listening to the data.
We checked multi-destination tickets for the cairo-boise-chattanoogo-cairo route and they were a LOT more expensive (~$4-5,000/ticket) compared to driving-mileage (3500miles x $.45?/mi). Besides that it's difficult logistically to move the daughter by air vs. ground.
These are our final plans.
We are ready to purchase the tickets as soon as you have authorized.

But I am going to let Dean and Tibor work that through with her – unless they ask me to intervene.

Dear Ron and Peggy,
I had understood from sometime much earlier that you would be needing to leave early for Sara's graduation. My understand was that you would be here for final exams week, but miss Graduation weekend. I am (because of Trei), very aware of the importance of her graduation weekend. I appreciate you having connected with me regarding those dates last semester. This is the first time I recall having heard about the dates of May 27 for Peggy and Megan. As you both know you would be missing NUA's final exams week. Rescheduling the exam for Peggy's one class is doable I think, rescheduling Megan's 6 final exams is very difficult for many reasons.
There are many privileges and joys and significant time off (homeleaves, Christmas breaks, Summer) for those of us who choose to work on a school campus. One of the limitations is that when school is in session we need to be present. If you leave at your anticipated time you will be missing the last two weekends of school (one of which is graduation), final exams week, and one week of staff post session. If it is possible, would you come in and speak with me regarding this additional week off during our school year. I am not accustomed to not being approached regarding these decisions. Last spring you requested to take an additional 23 days off after the start of school last Augusts. This request to MEU/TED was made without requesting, or even informing me that you planned to do this. I would like to be a part of these decisions before they proceed through the processes of the church organization above us.

Tom – below is my draft reply to Dean – let me know what you think….. before I send it.
Dear Dean,
The Miller’s AL application needs some things sorted out before we [Tom Decker and I] are happy with it. Peggy has put down to leave a week before the end of exams. She intends to take her daughter to a wedding of a cousin but has not communicated with the academy whether she wishes her daughter to be exempt of exams or to have her receive an ‘incomplete’ for her classes. Or what will happen with her exams and grades that she needs to issue. Or who takes her place during this time as nurse and school purchaser.
On the matter of the 2 and 4 days - Peggy is raising a matter that [i thought] was settled and she was informed of in Dec 2010.
I will be a simple on this as I can – Ron left four days ‘before’ the end of school and then came back some two days before school recommenced. Peggy is seeking to argue [as I understand it] that since he came back 2 days before school recommenced, the 4 days should be counted as only 2. I am arguing that the 4 days were 4 days out of school time. 2 days of non school time does not make up for 2 days off the school days.
I copy below a couple emails confirming what was agreed…..
The first is from Harald Wollan to Ray Wahden
Dear Ray,
Having looked at the correspondence concerning Ron and Peggy Miller’s leave, I am not sure that I have been copied in on all the e-mails concerning this case, so I will explain on what background I give my input at this time.
I can see from previous documents I have that they took their 2010 Annual Leave in line with voted and recorded actions of the respective committees.
I understand that the leave over the Christmas break was on “compassionate” grounds, to make up for the visit by their children could not take place, as their passports had expired. This compassionate leave should then take place during the time of the Christmas break at Nile Union Academy. The Decker’s decided to leave four days before the school closed for Christmas break, and therefore these are the four days in question.
The compassionate leave was given so they could visit their children during the school break. They had planned to return on the 8th of January, and the school reopens on January 9. When he decides to return on the 4th of January, not making use of the compassionate leave time, does not really change the fact that he left four days before school closed for Christmas break. By leaving before the Christmas break he actually added four days to the compassionate leave, a time when they were needed on campus.
Based on the information in pastor Llewellyn Edwards’ e-mail this morning I cannot see that the Ron by changing his ticket to come back on the 4th instead of the 8th makes any difference to the annual leave, as the school is closed until the 9th. My conclusion therefore would be that the four days will need to be deducted from Ron and Peggy Miller’s 2011 annual leave.

Dear Llew,
I would much prefer that the 4 days that the Millers have taken be treated as an advance on their 2011 annual leave as unpaid leave impacts on the IDE salary and allowances as well as service credit. However, I also feel that if Ray feels able to, that he inform the Millers on this as it would help both the Egypt Field and Middle East Union as well as TED in their dealings with the Millers in the future.

I have informed Ron and Peggy Miller by email that the 4 days of their 2011 Annual Leave represent only the extra time taken in 2010 and will not be reduced by the return of Ron to Cairo on January 4, 2011.

Fly Fresno to Boise Tues, May 31 (daughter Sara is 30miles from Boise & this is closest decent airport to son in Walla Walla)
We will stay the extra 1 month (w/o pay) and return to Cairo July28-29.
Ron's destination did not work well (or cheaply) with multi-destination --
He is slated to leave Thursday June 2 Cairo-Boise..... -- 2nd destination will be to drive to Southern Adventist Univ in Chattanoogo, TN (approx 1,750 miles each way x mileage costs) where he will move our daughter Saralena in June after graduation.
He would then return to Cairo from Boise, Sunday 3 July -- which keeps him within the time GC has allotted
(despite his using only 2 AL days, NOT 4 in December-January trip to USA)
We've mentioned this but have given up on anyone listening to the data.
We checked multi-destination tickets for the cairo-boise-chattanoogo-cairo route and they were a LOT more expensive (~$4-5,000/ticket) compared to driving-mileage (3500miles x $.45?/mi). Besides that it's difficult logistically to move the daughter by air vs. ground.
These are our final plans.
We are ready to purchase the tickets as soon as you have authorized.

On the matter of the 2 and 4 days - Peggy is raising a matter that [i thought] was settled and she was informed of in Dec 2010.
I will be a simple on this as I can – Ron left four days ‘before’ the end of school and then came back some two days before school recommenced. Peggy is seeking to argue [as I understand it] that since he came back 2 days before school recommenced, the 4 days should be counted as only 2. I am arguing that the 4 days were 4 days out of school time. 2 days of non school time does not make up for 2 days off the school days.
I copy below a couple emails confirming what was agreed…..
The first is from Harald Wollan to Ray Wahden
Dear Ray,
Having looked at the correspondence concerning Ron and Peggy Miller’s leave, I am not sure that I have been copied in on all the e-mails concerning this case, so I will explain on what background I give my input at this time.
I can see from previous documents I have that they took their 2010 Annual Leave in line with voted and recorded actions of the respective committees.
I understand that the leave over the Christmas break was on “compassionate” grounds, to make up for the visit by their children could not take place, as their passports had expired. This compassionate leave should then take place during the time of the Christmas break at Nile Union Academy. The Decker’s decided to leave four days before the school closed for Christmas break, and therefore these are the four days in question.
The compassionate leave was given so they could visit their children during the school break. They had planned to return on the 8th of January, and the school reopens on January 9. When he decides to return on the 4th of January, not making use of the compassionate leave time, does not really change the fact that he left four days before school closed for Christmas break. By leaving before the Christmas break he actually added four days to the compassionate leave, a time when they were needed on campus.
Based on the information in pastor Llewellyn Edwards’ e-mail this morning I cannot see that the Ron by changing his ticket to come back on the 4th instead of the 8th makes any difference to the annual leave, as the school is closed until the 9th. My conclusion therefore would be that the four days will need to be deducted from Ron and Peggy Miller’s 2011 annual leave.

Dear Llew,
I would much prefer that the 4 days that the Millers have taken be treated as an advance on their 2011 annual leave as unpaid leave impacts on the IDE salary and allowances as well as service credit. However, I also feel that if Ray feels able to, that he inform the Millers on this as it would help both the Egypt Field and Middle East Union as well as TED in their dealings with the Millers in the future.

Thanks, Harald and Llew for your replies. This has clarified the situation for me.
I have informed Ron and Peggy Miller by email that the 4 days of their 2011 Annual Leave represent only the extra time taken in 2010 and will not be reduced by the return of Ron to Cairo on January 4, 2011.
