Implemented km/h in PRS as part of Inland Waterways adaption (global:#764).
- GUI option for enabling Inland Waterways mode
- All speed variables are now using seamath CSpeed
- All GUI readouts for speed check preferences setting and output the selected units
- Needs heavy testing, for example by running two radars for one ship and compare everything from ARPA information, trial maneuver and vector lengths.

Removed explicit constructors in seamath. May introduce them later in a more consistent effort in the whole seamath code tough. For example when we Qt'ify it.
