: The move to SSSF was done as an internal EDept policy change, as opposed to an actual, edictified change. Does this need to be formalized into an edict?

Well, it's quite rare that I get to respond to myself. Honestly, it makes me feel rather multiple-personality-ish. <G>
No, the move to SSSF does not need to be formalized into an edict.
Please tell me at least one person fell out of his or her chair? <G>
Why, might you ask?
Well, stay tuned. :)
First, we have from ENERGIE (Herr #18): "An Executive Department is hereby established under the name of the "Engineering Department"."
Then, from the same edict, we have: "This Department is tasked with creating, maintaining and codifying STF-specific ship specifications and technology for use by STF, and acting as an Engineering-related resource and knowledge base for STF members."
Yes, yes, I know, we've been through this already. However, what we haven't considered is the following snippit of Dipper #7: "Executive Departments - An Executive Department is a governmental department responsible for overseeing some aspect of STF's administration. A Department may set internal policy as well as general policy for those matters relating to its sphere of influence, with the consultation of the President."
As established above, as well as in Dipper #7, the Engineering Department is an Executive Department. It is, therefore, empowered to set internal and general policy relating to what it was tasted with in its charter.
So, in other words, the EDept already has the written-into-edict right to write its own policy.
