The problem is like this.

There is a window of time between 10hrs (10am) to 1559hrs (03:59 pm)
which needs that the 
'EXPECT SCRIPT' is run at an interval of 15 minutes, (or seconds, sampling
densely,) while it could be allowed to be run at an interval of 1hr (or 1min)
otherwise; i.e., when the time does not belong to the peak hour time window.
