Taxation targeting real estate transactions might create revenue, but will not cure the true problems in Sprinfield. VOTE NO... and develope real solutions in Sprinfield.
I am writing to urge you to OPPOSE House Bill 728 and Senate Bill 445, which propose to increase the state real estate transfer tax by nearly $100 million, with the proceeds marked for affordable housing, open space, and natural areas.
The bill amends the current real estate transfer tax rates as follows:
? For properties with sales prices up to $500,000, the tax would be slightly lowered from the current rate of $1 per $1000 to 80 cents per $1000;
? For properties with a sales price of $500,000 or more, the incremental value would be taxed at a substantially higher rate, as follows:
? The value between $500,000 and $1,000,000 would be taxed at a rate of $3 per $1,000;
? The value between $1,000,001 and $3,000,000 would be taxed at a rate of $7 per $1,000;
? The value over $3 million would be taxed at a rate of $10 per $1,000.
In short, this is an unnecessary and unwise tax increase on homeowners, farms, and businesses. Consider the following:
? Affordable housing, open space, and natural areas programs have already received a HUGE increase in tax revenues in recent years as housing prices and market volume have increased. In just the last 3 fiscal years alone (FY04, FY05, FY06), transfer tax revenues to the state have grown by 63%. To put this in perspective, using FY03 as a base year, these programs have garnered over $80 million in NEW money, over and above an annual base of $71 million starting with FY03. . . And now these bills propose to increase revenues by another $99 million annually!
? In addition, the state just passed a fee increase in FY06 (SB 75, P.A. 94-118), which imposed a $10 surcharge on recording mortgage documents, which will raise another estimated $30 million to be used for affordable housing programs (in addition to the revenue growth cited above).
? The funds that the new money from this tax increase will go into have been repeatedly "raided" over the past 3 years, and the money this tax increase generates may well just be swept into General Revenue Fund.
? Nearly $15 million has been swept from the Affordable Housing Trust Fund ($4 million FY07, $6 million FY06, $5 million FY05);
? Over $17 million has been swept from the Open Space fund ($10.5 million FY07, $3.2 million FY06, $4.3 million FY05);
? Over $8 million has been swept from the Natural Areas fund ($5 million FY07, $1.4 million FY06, $2 million FY05).
That's $40 million in fund sweeps from these funds - why increase taxes on homeowners, farms, and businesses, only to have the funds swept again?
We see no need to increase the transfer tax when natural revenue growth and recently increased fees have already provided substantial revenue growth for these programs, especially in a budgetary environment where it is very likely the all or some of the funds generated will likely be redirected for general revenue purposes.

Dear Representative Brady,
I urge you to support the Adolescent Health Care Safety Act (HB
317). I am gravely concerned about the revival of a defunct 1995
Parental Notification law that puts teen safety at risk. The
Adolescent Health Care Safety Act addresses the real life
circumstances of Illinois adolescents and puts their health and
safety first.
The Adolescent Health Care Safety Act allows a teen to notify a
parent, step-parent, grandparent, sibling, step-sibling, aunt,
uncle, or legal guardian, when seeking to terminate a pregnancy.
This bill would also ensure that teens do not have to go to
court to seek a judicial bypass to the notification law. This
means that a teen can instead receive information and counseling
by a trained professional to discuss her options.
While parents understandably want to be involved in their
teenagers' lives, positive communication between a parent and
child can't be mandated by government. We must make sure our
daughters can get safe medical attention and quality counseling
from caring professionals.
Please put teen safety first and vote in favor of the Adolescent
Health Care Safety Act.
